Yes yes, I'm sure you're all "very" interested in what exact features your PDA may or may not have, so let's try to break it down from here. Most of the stuff can be up to debate, and if if you honestly need to, I guess more "programs" can be added.
Please no "lol, my character jailbroke his PDA and now it can do anything" kind of BS.
Spoiler: click to toggle IGNORE THIS!!! It's kept soley for the sake of posterirty. Or... something? 0_o
Programs that are definitely in:
- Cartography 4.0: A general map program. Typically used by most students as a rough guide to figure out what's where on the Academy. A zooming feature allows students to zoom in and out for more or less details.
A new features allows you to add little notes to features on the display map, as you see fit. A... mostly useless new addition I guess.
Recently, an upgraded program was sent to everyone's PDA. Now the same features you enjoyed at the Academy can also apply at Silvershine.
- Friend Finder 4.0: A small add-on that links together with several other key programs. You can send anyone a "friend request". If they approve, you can now much more easily and readily find their PDA on Cartography 2.0. Furthermore, they can also add a note as to this person's room. (whether it be dorm room or hotel room)
- Mozilla Thunderbird: A basic e-mailing device, in which students can send e-mail and such to their professors, students, and anyone else who happens to have an e-mail. Mass e-mailing everyone (or a select few) on your "Friend Finder" list is available though.
- DMVDU 9.0: Duel Monster Virtual Dueling Unlimited 9.0. A program tied in with Friend Finder 4.0. Ever want to duel someone but just can't due to distances? With DMVDU 9.0, you can! Either find new friends in the lobby, or hook up with friend on your Friend Finder 4.0, and you're ready to duel in cyber space. (More details when available. Feature subject to change without reason.)
Debatable Features:
- A phone:
Professor Charlotte Swebb seems to have a phone in her PDA (As seen when she got a call during the first morning's breakfast), however as I recall Rina could not call an ambulance when Aoi was hit by a car.
Is it a "professor's only" thing? Or do we just eventually say Swebb, Harima, Kim, Celeste, and Byakuya decide to release it on the general masses for safety concerns brought about because of Aoi's condition?
- Internet Access:
Ehh... any kind of information that is needed could just lazily be made into a program.

The Crimson Wind Academy Personal Data Assistant, when open and fresh from the box, has the following programs already pre-installed:
- Cartography 4.0: A general map program. Typically used by most students as a rough guide to figure out what's where on the Academy. A zooming feature allows students to zoom in and out for more or less details.
A new features allows you to add little notes to features on the display map, as you see fit. A... mostly useless new addition I guess.
Recently, an upgraded program was sent to everyone's PDA. Now the same features you enjoyed at the Academy can also apply at Silvershine.
- Friend Finder 4.0: A small add-on that links together with several other key programs. It starts as a small database of students, including just basic information, such as name, current rank (updated once every 24 hours), dorm year, blood type, date of birth, cup size, a small photograph, and other relevant information.
From the main student index page, you can send any student or staff a "friend request". If they approve, you can now much more easily and readily find their PDA on Cartography 4.0. Furthermore, they can also add a note as to this person's room. (whether it be dorm room or hotel room)
- Mozilla Thunderbird: A basic e-mailing device, in which students can send e-mail and such to their professors, students, and anyone else who happens to have an e-mail. Mass e-mailing everyone (or a select few) on your "Friend Finder" list is available as well.
- DMVDU 9.0: Duel Monster Virtual Dueling Unlimited 9.0. A program tied in with Friend Finder 4.0. Ever want to duel someone but just can't due to distances? With DMVDU 9.0, you can! Either find new opponents in the lobby, or hook up with friend on your Friend Finder 4.0, and you're ready to duel in cyber space. (More details when available. Feature subject to change without reason.)
- Small video and picture camera:
Record up to 2 hours of live footage (not a guarantee, but an estimate)! Take up to 12,000 snapshots (actual number subject to change depending on the amount of already used up memory)!
Though do be warned that they'd probably be of much lower quality then an actual camera's work.
What to do with all these pictures and videos!? SEND THEM TO EVERYONE VIA THUNDERBIRD! DO IT!
- Voice recorder: Err... see above. Replace... something with... something else... pretty much, exactly what it sounds like. It's really self explanatory.
You can attach voice mail, picture, and video to any outgoing e-mail.
The following are optional programs that are available at a "small" nominal fee from.... let's say, the Board of Ethics and Standards General App Store? =D:
- A phone:
Self Explanatory. If you think your character would want it, go ahead. Though I assume if they have no one to talk to, they'd be less inclined to get it, and may just stick with e-mail and attaching vids, voice recordings, and pics as needed.
- Internet Access:
Self Explanatory, once again.
So... suggestions of any thing else needed!?!

Well I had it that Draco's PDA could listen to voice messages.
Should be OK right?

That's the thing though, everyone's PDA seems to be able to do different things, and it should be nice to set up a list of things that would be canon, but some of what we RP-ed contradicts other things. <_<

I see.
Well I can always have Draco use his mobile to communicate with others, so it's not a big deal if my above idea is rejected.

Internet and voice message options sound good to me. ...I think I recall a voice message in the 2nd or 3rd ep of GX (Manjoume to Judai). ...I think that's what it was, anyway. (Maybe between Judai and O'Brien, too)
Internets good for quick resources, and kinda makes sense, going with the DMVDU program.
What about a basic student and faculty list, sorted by Rank, then by last name? Information viewable outside of "Friends" would be a student/faculty photo, obviously the name and rank status, age, year (age and year are "N/A" for faculty), and... whatever else a basic (profile) page should have.

Does this mean Draco would have to go and invest in a phone for his PDA device or does he already have it, since I've been role playing as if his PDA already had phone like features within it.
By the way, we all know DMVDU 9.0 is just some extended version of DMU and NOT YVD ¬_¬

Spoiler: click to toggle Actual answer:
Phone: It's not too out of range of possibility for his character to have bought the app already though. We don't follow around characters every day for a reason, just so they CAN once in a while be allowed to bring up something they'd rather not have to RP out. Despite the fact that small is quotes, I assume it'd... actually be relatively small... something like 5 or 10 bucks, like any app needed for an iphone or any similar-like device.
DMVDU 9.0: It's a combination of both (Because they're not called Yu-Gi-Oh cards in our universe). Also, stop failing.
