Having determined that the acts commited by the goverment of the Republic of Sudan under the leadership of its President, a man wanted by the ICJ constitutes Genocide,

Having recommended that nations of the United Nations furnish such assistance to the people of Sudan, specifically those persecuted because of their ethnic or religious identity, as may be necessary to repel armed attacks upon the people of Sudan and to restore international peace and security in the area,

Reccomends that all nations providing military forces and other assistance make such forces and other assistance available under a unified command,

Brazil votes no, invading Sudan would be the incorrect move at the time being. We believe a more diplomatic approach is required.
Invading Sudan would make another problem along the lines of Afghanistan or Iraq with sporadic insurgency causing uneeded casualities.

OOC: Guys, this is meant to boost activity, propose amendments so that we can get a discussion going.

IC:Security Council Resolution 1674 clearly states our duty to protect civilians of any state which are to be considered under threat from, "genocide, war crimes, ethnic cleansing or crimes against humanity". Therefore we have a duty to protect the citizens of Darfur who are currently being herded into refugee camps, IF they manage to survive the bands of janajaweed. It is not only right for us to intervene but necessary. Those people need our help. It is even internationally acknowledged that their president is a wanted man. We propose a small scale military intervention which would depose the president of Sudan, provide food, medicine, shelter to the refugees and hold free and fair elections. France has no wish to see this conflict become another Rwanda, a conflict that people denied was a genocide, and a conflict where the UN failed to react until too late, a conflict where UN soldiers were killed. We think that this resolution is a necessary measure to prevent just such another Rwanda. Now France inquires as to what changes the UK and PRC propose to the current resolution to make it more acceptable to them.
