Article OneThe Imperial House: The Legislative BranchSection 1. All legislative powers herein granted shall be vested in a Imperator of the Empire of Qwendra, which will oversee the Sovereignty of the Region.
Section 2. Laws may not take due effect until they are voted upon in The House of Barons
Section 3. The House of Barons shall be composed of seven members chosen every second month by the people of the Region, however no non-member shall be able to participate in Elections.
Section 4. The House of Sovereigns shall be composed of a percentage of members given the population of the Region by taking the total population and dividing by 5 and rounding to the lowest whole number.
Section 5. No law may be passed by "Executive Authority" instead, the Imperator if he/she so deems something must be a law may force a bill through the House of Sovereigns and Barons and if so passed then he/she may sign it. The House of Sovereigns will take in an account of the public opinion and write a bill accordingly, then if passed the bill will head on up to the House of Barons.
Section 6. The House of Barons may impeach an Imperator or bring about charges that unbecome an Imperator. The Imperator will then present his/her defense to the house of Sovereigns which will act accordingly.
Article TwoThe Panel of Judges: Judiciary BranchSection 1. The judicial power of the Region, shall be vested in one Judge Panel, The judges, shall number as five as to prevent a tie, and shall hold their offices upon Imperator Appointment, approval of The House of Barons, and in good behavior.
Section 2. The judicial power shall extend to all cases, in law and equity, arising under this Constitution, the laws of the Region and treaties made, or which shall be made, under their authority;--to all cases affecting ambassadors, other public ministers and consuls;--to all cases of admiralty and maritime jurisdiction;--to controversies to which the Region shall be a party;--to controversies between two or more parties;--between a Foreign Power and citizens of another state;--between citizens of different Regions.
In all cases affecting ambassadors, other public ministers and consuls, and those in which a state shall be party, the Panel shall have original jurisdiction. In all the other cases before mentioned, the Panel shall have appellate jurisdiction, both as to law and fact, with such exceptions, and under such regulations as Parliament shall make.
The trial of all crimes, except in cases of impeachment, shall be by jury; and such trial shall be held in the Chambers of the Panel of Judges.
Section 3. Treason against the Region, shall consist only in levying war against them, or in adhering to their enemies, giving them aid and comfort. No person shall be convicted of treason unless on the testimony of two witnesses to the same overt act, or on confession in open court.
Article ThreeThe Imperator: Executive BranchSection 1. The executive power shall be vested in a Imperator of the Empire of Qwendra. He shall hold his office for Life and will chosen by popular election upon the time needed for a new Imperator, and, together with the Speaker of Parliament, chosen for two months, and be elected, as follows, by popular vote.
Section 2. The Imperator shall be commander in chief of the Army and Navy of the Region, and of the militia of the Region, when called into the actual service of the Region.
He shall have power, by and with the advice and consent of the Barons, to make treaties, provided two thirds of the Barons present concur; and he shall nominate, and by and with the advice and consent of the Barons, shall appoint ambassadors, other public ministers and consuls, judges of the Panel, and all other officers of the Region, whose appointments are not herein otherwise provided for, and which shall be established by law: but Parliament may by law vest the appointment of such inferior officers, as they think proper, in the Imperator alone, in the courts of law, or in the heads of departments.
Section 3. The Imperator or Speaker of Parliament shall once a year or term provide for public address the state of the Region.
Section 4. The Imperator, Speaker of Parliament and all civil officers of Qwendra, shall be removed from office on impeachment for, and conviction of, treason, bribery, or other high crimes and misdemeanors.
Article FourThe Bill of RightsSection 1. Parliament shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the government for a redress of grievances.
Section 2. The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no warrants shall issue, but upon probable cause, supported by oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.
Section 3. No person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a grand jury, except in cases arising in the land forces, or in the militia, when in actual service in time of war or public danger; nor shall any person be subject for the same offense to be twice put in jeopardy of life or limb; nor shall be compelled in any criminal case to be a witness against himself, nor be deprived of life, liberty, or property, without due process of law; nor shall private property be taken for public use, without just compensation.
Section 4. In all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the state and district wherein the crime shall have been committed, which district shall have been previously ascertained by law, and to be informed of the nature and cause of the accusation; to be confronted with the witnesses against him; to have compulsory process for obtaining witnesses in his favor, and to have the assistance of counsel for his defense.
Section 5. In suits at common law, where the value in controversy shall exceed twenty dollars, the right of trial by jury shall be preserved, and no fact tried by a jury, shall be otherwise reexamined in any court of the Qwendra, than according to the rules of the common law.
Section 6. The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people.
Article FiveThe MinistrySection 1. There shall be a Ministry of Recruitment. who shall be elected by the Imperator and approved by the House of Barons. Its job is to recruit and ensure new blood to the Region.
Section 2. Ministry of Employment-shall be lead by a Minister of Employment which shall be chosen by the Imperator and approved by the House of Barons. It job will include handling applications and pass them onto any of the other Ministries.
Section 3. Ministry of Security--shall be lead by a Minister of Security, who will be appointed by the Imperator and approved by the House of Barons, who will provide moderation for the Forums and will lead the Militia of Defense during times of peace or when the Minister of Armed Forces is not around.
Section 4. Ministry of Culture--shall be lead by a Minister of Culture, who will be appointed by the Imperator and approved by the House of Barons--is in charge of maintaining regional history, maps, Role Plays, and the archives.
Section 5. Ministry of Defense--shall be lead by a Minister of Defense, who will be appointed by the Imperator and approved by the House of Barons, who will lead the Armed Forces of Qwendra in either offensive or defensive actions and take command of the Militia of Defense if available.
Section 5.1. The Junior Minister of Intelligence, who will be appointed by the Imperator and approved by the House of Barons, is responsible for information and intelligence regarding the Region.
Section 6. The Ministry of Foreign Affairs will be lead by the World Assembly Delegate of that time. It is responsible for maintaining Foreign Embassies both abroad and at home. Duties also include the selection of ambassadors and adjutants.
Article SixThe Imperial ArmySection 1. The Imperial Army shall be lead by Minister of Defense.
Section 2. An Imperial Infantryman shalt not serve in the Militia of Defense.
Section 3. The Imperial Army shall have direct control over a conquered region until a Colonial Militia may be raised an a Colonial Authority as pertained by the Colonial Government is established.
Section 4. The Imperial Army shall have a rank system consisting of:

* Colonel
* Captain
* Master Sergeant
* Sergeant
* Private
Article SevenMilitia of DefenceSection 1. The Militia of Defense will be under the command of the Minister of Defense, unless the Minister of Security is needed.
Section 2. No Militiamen/women shall be part of the Imperial Army
Section 3. The Militia of Defense shall maintain order upon the Region if both Delegate and Founder shall be rendered into Lazarus (other words they disappear). However, only the Minister of Defense my initiate this ability.
Section 4. The Militia of Defense shall have ranks as that follow:
* Major
* Captain
* Lieutenant
* Sergeant
* Corporal
* Private
