...Aside from "the Future is Wild", are there any other chances of the Phorusracids re-evolving?

1. A conventional bird could not evolve into a Bahmu-esque creature due to hand structure, lack of fingers and some other stuff.

I agree with your second point, but I wish you gave some arguments why something like a Bahmu couldn't evolve. I think it's very well designed and it even lacks fingers, the hand structure is almost the same as that of modern birds so I don't see why it's unplausible
