New large predatory birds could indeed evolve. We have plenty of candidates for future terror birds: secretary birds, seriemas, caracaras, ravens, seagulls, roadrunners...

I don't think eagles could become fast, flightless predators; their feet anatomy is too adapted to be used as killing weapons, so I really doubt they could develop feet usefull for running. Owls, on the other hand...

It is quite likely. Large predatory birds have evolved twice.
Both the terrorbirds and birds like Gastornis came to similer body plans.

Actually no, ravens don't use their feet to kill prey, and therefore lack many adaptations that eagles evolved

I remembert hat the Trip to Neocene page had a land 'carnivorous parrot' (the Griffarrot)...looked like a mix between a dodo and a parrot, except, well, more carnivorous.
Aside from that 'carnivorous parrot', there are several species that could evolve into 'new phorusracids'...cranes, herons, caracaras, vultures (i'm working on a titanis-like flightless vulture for my project), seagulls, skuas, secretary birds...
Give them an environment without large predators like cats, dogs or mustelids and a savannah or grassland environment and you could have terror birds in a near future.
If african big cats and wild dogs get extinct, there's no doubt the secretary bird will reach a big size...

Actually the caracara subgroup is well known for spending most of its time hunting on ground. http://en.wikipedia.org/wiki/Northern_Caracara

By evolutionary standards, its a falcon but really doesn't act like its falcon cousins.
