Draconis, Planet of Terror; Living planet orbitting pulsar

What if planets were alive? And how do they end up around pulsars? This series goes with the game Evolution Revolution, attached, but it is more of an Alternative Evo/Future, while this is Habitable Zone. They are connected in a very strange way, which will be sen later. Here goes:
The planet is known as Draconis. He orbits a pulsar, known as Flash. His moons are known as Phaeton and Lucifer. Being a pulsar, Flash is super dense; it is two solar masses, but only the size of Manhattan Island. It is 100,000 Kelvin. Draconis is one Earth mass, no mistake, as he built our planet in His image. His orbit is an extreme ellipse, and He is tidally locked to Flash. Phaeton is about the size of the moon, (again, not an accident) but is very close to the planet, about 50,000 km. Lucifer is a bit further, 100,000 km, and is 3 times the size of the moon. Both orbits are almost completely circular. But a pulsar is the remnant of the largest explosion since the Big Bang, so why is there a planet orbiting it? And why is there life? I don't think you understand the water cycle. Especially the water cycle of a planet with it's atmosphere torn off.

It's a straight line upward.

Explain why there is water.
That's not a cycle, that's a line.

The planet HAS no upper atmosphere of its' own; the Northern air is constantly incinerated, while stolen air comes in from the South.

This does not apply to the troposphere.

You make a planet by pushing a lot of dust together with gravity; build a big spaceship and fly it into a remnant of a supernova.

A cycle and a circle are two different things.

Cycle: a set of events or actions that happen again and again in the same order : a repeating series of events or actions.

The evaporation of the water from this planet to replace the atmosphere due to lack of air pressure, then having it removed in the same manner as the previous gases, will be a repeating process.

I really think this should be in Cafe Cosmique where everyone can relax more.

If anyone (other than me) is actually reading this, I am sorry it has been so long. Its' just that I have experienced an extreme amount of homework, and am now only able because the semester ended. To recap: I heard there would be an emphasis on the story of Draconis. So here goes...
In the beginning were the Makers. They made everything: building stars and crafting life. No one knows where they came from, and it is unlikely anyone ever will. Perhaps they were beings from another universe with different physical laws, perhaps a species that obtained an unbelievable level of manipulation of reality in their technology, which would make it possible for them to have been the descendants of creations. perhaps they were truly gods. Their greatest creation was the Network, a system of portals that spread throughout time and space. They did not send physical objects but ideas and information. And all was well. But one day, they vanished, and everything went downhill from there. For when they existed, entropy rose and fell in waves to their whims. But now, it only rose. Now, the universe would die. And just to make things worse, now there was no one to control the Network. It chiseled at reality until its walls collapsed, and magic and travel to other universes was lost. Interstellar and time travel were nearly lost as well. This was the darkest time in the history of the universe. Then came Draconis.
