I would suggest either Paint.net (http://www.getpaint.net ), or GiMP (http://www.gimp.org ). Both work and are free.

I'd suggest you give Gimp another try, it's a really strong program and for me, lets me do more stuff than what I was doing with my Photoshop. What colors or effects were you trying to make?

I was trying to colour then and then simulate feathers or hair, but it looked terrible. Is there any online guide for that?
Then I needed transparent green colour for painting a animal swimming in green water. In reality I just mix colour with water for transparency, but here I dont found any function for that.

Perhaps you could change the brush opacity? And then mess around with the values until you find something you like.

GIMP is a relatively powerful tool, the main issue is finding the proper techniques to make good use of it.
A hard mathematical figure provides a sort of enlightenment to one's understanding of an idea that is never matched by mere guesswork.

It can take time to properly develop a technique for painting certain textures and lighting, try doing some practice sketches and test out different methods, you're sure to find something that works. Don't give up on GIMP.
