Are you familiar with the Scarrans from Farscape? They are probably the best "makeup" aliens created, and wonderfully menacing. If you're not, then we're already pretty full and they are hardly necessary. But they might make an interesting background threat, like the Dominion in Star Trek: Deep Space 9, before the war started. Maybe from another galaxy, linked by a wormhole.

Anyway, here is a planet that might be useful as a setting.

The Republic of Jaffna was originally founded by several Tamil groups settling the planet Acaeria, in the Ondeste System. The planet has a comfortable gravity of 0.83 gee, but the planet is much hotter than earth, with the lowest recorded temperature on the planet being -6°C in the Polar Pahan Mountains. Most of the original settlers stayed in Kizhakku, the planet's equivalent of Antarctica.

Growth was slow, and the government was keen to exploit the planet's rich natural resources and so started encouraging immigration to settle the equatorial regions. For a long time their were few takers, mostly small cults that fell apart after their leader died. The first major settlement was by a Polish Orthodox group, followed by Kurds and a small number of Hindu Salarians. The tropical heat, diseases and dangerous predators meant life was tough for these settlers, but they managed to survive. The government in Thirunelveli gave these settlers very little support once they got to the planet and development was slow and spotty.

20 years ago thousands of these settlers descended on Thirunelveli, along with sympathetic Tamils. The government attempted to break up these protests, and when things turned violent, opened fire on the crowd. The Polish settled regions exploded, with police stations and government buildings being burned down. When troops were sent in to restore order the locals fought back, starting the Wieden War. The Poles declared independence, founding the Republic of Wieden. The Jaffna troops quickly seized control of the cities, but find it impossible to police the vast jungles.

Being located in the Terminus Systems, there are no shortage of mercenary groups willing to aid the government, and Blue Suns troops are a familiar site in Wieden cities. The Kurds and Salarians currently refuse to pay taxes, which the government reluctantly ignores, not wanting to provoke further violence.

Awesome! I like that planet. The idea of Salarian hindus is quite fascinating.

Im not sure about the Scarrans, I think a vassal of the combine? Provides most of their basic troops.

I got the idea talking to Mordin Solus, who mentioned he was interested in Hinduism during his post-genophage religious phase, he said it was similar to some Salarian beliefs. Plus I love mixing things up. Hence why you've got Tamils shooting at the Polski Cong from gunships.

I don't think so, the Scarrans are an extremely powerful, expansionist and xenophobic group. They should be on their own trying to conquer the galaxy, or not used at all. Allies of the combine might work, but vassals? The are too proud for that.

Like I said, we're pretty full already, if you're not familiar with them their is not much point.

Could explain why they deny the fact that Earth is their homeworld and also how they are more technologically advanced. Also perhaps thats one of the ways the Sith retain power among humans, they claim that the UNSC are instead the colonists. They refuse the idea of Earth being the homeworld because of its technological inferiority and so they cling to the Sith Empire.

I have been thinking about implementing the Necrons. They worship ancient machines called the reapers, although the necrons themselves are from the time of the dark ages. It appears they built a great many crypts and tombs across the stars, their pyramids were a possible influence of Gou'uld architecture. They are listed as an extinct species although access to tomb worlds is strictly forbidden among all nations. Nobody really knows why.

Okay, Im not going to be a prawn anymore. If you accept the taurans, Im going to be one.
Here are some quotes from the book:
Appearance
"He had two arms and two legs, but his waist was so small you could encompass it with both hands. Under the tiny waist was a large horseshoe-shaped pelvic structure nearly a meter wide, form which dangled two long skinny legs with no apparent knees. Above that his body swelled out again, to a chest no smaller than his pelvis. His arms....long and under muscled. 5+ fingers on his hands. Shoulderless, neckless. His head, a growth that swelled like a goiter... from his chest. Two eyes that looked like clusters of fish eggs, bunch of tassels instead of a nose and a rigid open hole (mouth) in the place where the Adams apple is in humans" They are asexual. No external genitalia (no clothes ever noted in the book) or mammary glands. It is noted they use hemoglobin, so red blood.

Personality
"What if we kidnapped four Taurans and threatened to kill them?" "They'd probably say go ahead and send four more"
They do not have much in the way of self preservation or individuality if the objectives are for the "greater good". They work and live for a greater community. But they also lack empathy for emotions. The way they see death for themselves also works for others, as a part in the book in which a serious xenophobic war survivor storms into a Tauran's room. The Tauran then breaks his neck, or at least that is what he thinks he did, without hesitation then decapitates him "just to be sure". He then unashamedly reports to his human crew mates.
Politics and Communication
For Taurans, these two are the same thing. They have a form of hive mind, but no telepathy. They have this hive mind by connecting themselves to a "Tree", in which billions of individuals communicate simultaneously as one being, seaminglessly share information. There is a sort of elite government that does the important stuff.
Notable Technology
Early in the first book, the Taurans use a one person vehicle nicknamed the broomstick. It could fly. They also utilise types of "bubbles", one that is a mobile, contained environment and another that is used as a weapon: "...a salvo of the bubbles fanned out towards our lines.... Chin was just getting up to make his rush and stepped right into one.
It grazed the top of his helmet a disappeared with a faint pop. He took one step backwards and toppled over the edge of the crater, trailing an ark of blood and brains.... the perfectly symmetrical hole where the bubble had chewed...through plastic, hair, skin, bone and brain."
They also have advanced spaceships and stellar weapons.Early in the book, they are very inexperienced in land combat, in which the brainwashed humans butchered them. They later adopt human tactics and tech for land warfare.
"You shall perish, whatever you do! If you are taken with arms in your hands, death! If you beg for mercy, death! Whichever way you turn, right, left, back, forward, up, down, death! You are not merely outside the law, you are outside humanity. Neither age nor sex shall save you and yours. You shall die, but first you shall taste the agony of your wife, your sister, your sons and daughters, even those in the cradle! Before your eyes the wounded man shall be taken out of the ambulance and hacked with bayonets or knocked down with the butt end of a rifle. He shall be dragged living by his broken leg or bleeding arm and flung like a suffering, groaning bundle of refuse into the gutter. Death! Death! Death!"
