Indian rhinos and some populations of white rhinos might have a chance, but black rhinos are poached by everyone and their mothers. It's lie they have a fetish for killing rhinos.

Why be so negative? It's better than DOING NOTHING FFS...

In Autralia, online petitions do make a difference, the government does listen. I don't know about other countries.

In the laws of most countries, there is no law about "petitions" - and generally they have no legal basis (whether on-line or on paper), but a 10,000 signature petition demonstrates the level of feeling that politicians should be respecting on topical issues.

In the US petitions do carry legal weight.
The idea that a half formed plan is better than nothing is something that confuses me to no end.

Escorted aid is completely different than remote enforcement. The EU can't ban the trade because the trade doesn't enter the EU because it's already illegal.
Unless you tag every rhino in Africa and have an osprey gunship showup whenever a rhino's heart stops there isn't much to do besides cutting of all their horns again.

That doesn't work, though some South Africans are experimenting with implanting horns with chemicals that ruin the horn when it's cut into. It's not going to be practical in large reserves, but in smaller private ones it shows promise.
