It's far older than just five years, and they don't seem to be at risk of running out of money or crew members.

They're just doing now what the US and the USSR did in the 1960s and 1970s- at a pretty slow pace.

But don't laugh, by doing that they are actually doing more than the US space program right now. Currently NASA is stifled by nonsensical goals written by politicians solely to serve specific districts and private entities.

GEO doesn't make much sense for a manned mission anyway, it's just empty space.

The Chinese rebels like five years plans for everything, they have been making them all they way back to when they first conquered the country and were trying to rebuild the nation they ruined along the soviet model.

There does not seem to be anything about space travail in their Twelfth Five Year plan on Wikipedia.
I did find this though. Nothing crazy, new space base in Hainan, cleaner rocket fuel and new heavy lift rockets. I wonder if the base in Hainan is to remind the Vietnamese and the rest of ASEAN that they see the South China Sea as theirs? Maybe it's just there to take advantage of how close it is to the equator.

I think I understand Mass Effect 3 better now. It must be what the Lord of the Rings felt like from inside for Aragorn and the like.

It seems like there is no hope, the odds are very long indeed. The combined fleets of the Council races, even with the Batarians and Geth fighting alongside seem insignificant against the Reapers and their allies. But one must trust in providence, and sally forth, even if it's to your death and the ending of the world.

Given that Mass Effect draws a lot of inspiration from Babylon 5, which in turn took some from the Lord of the Rings, I would not be surprised if that is no accident. I'm looking forward to it much more now.
