Does it have a way to keep the water from freezing on the belly and, y'know kill it. And if you manage to get around that, then how will it keep the ice? Dropping rocks is more effective. Eagles do it all the time.

At which point claws are better, faster, and cheaper.
To follow at terminal velocity all the way down is absurd and is still easy to loose the body if you stop 30 meters up.

You have yet to give a use for the evolving parts.

How's this for an idea: We know that some mammals, such as bats, can lower their body temperatures while they hibernate. Let's say there's a mammal that has evolved the ability to control and modulate these temperature fluctuations, and can drop the temperature of certain parts of its body to near the freezing point of water. It has also evolved an "organic fuel cell," which oxygenates hydrogen gas produced by intestinal bacteria to create a jet of water. When the water is cooled, it is shot out as ice instead. It's a tall order, I know, but it's the only way I could think of for it to work.

Yes and it is flawed everywhere.

Bats don't actively lower their core temps, no animals can. That covers all the other problems.

Then something with claws would wipe it out with ease.
If it lacks normal weapons how does it catch anything?
Every step of a forming feature needs use; this can only work perfected.
