Is evolution faster or slower on earth?

It would most likely kill the creature, each time. You'd need to start with a lot of individuals.

And genetic changes take time to show on the surface. Years sometimes.
Time flows like a river. Which is to say, downhill. We can tell this because everything is going downhill rapidly. It would seem prudent to be somewhere else when we reach the sea.

I don't think they did this much.

Sure, intermingling of host and mitochondrial DNA produces lateral genetic passing, but that still goes on.

Mutation rate has ZILCH to do with how you think. Brain STRUCTURE is changed by nutations, but does not 'phychically' change them as you seem to be suggesting.
If the creatures have a slower experience time differently, they may have more time to chose mates that have that trait.

Unless their promiscuity increases too, and they go around mating with every member of the opposite sex, that won't matter.
And that only allows R-type reproduction.

In the movie the majority of life was asexual with high levels of selective mutation, that is really the only explanation for why they were able to adapt in a small number of generations to their environments and competition. Though I can only really see that kind of reproduction be useful when dealing with dangers at the cellular level, such as exposure to high levels of Oxygen or foreign pathogens.

Why do you keep relating to that movie. I don't see any fact to it. It's the story of a blob evolving into a blue monkey into less than a week, the devolving into a giant blob with one of the last words being "Ha, you stuck your head up it's anus"-
