As far as I know the ganglia along our own spinal cord already do processing of information for faster responses, knee jerk responses and such, just develop one of these ganglion to do more complex processing and you could develop a second pseudobrain of sorts. |

The types of neural matter used are different for brain and spinal cord functions though- though we have both grey and white in the brain, only one type does the response in the ol' cord. |
