The year is 7500 AD.
it has been 5000 years since the extinction of mankind, and newly sapient(well, almost) have risen up from the charred ruins of the post-war cities, ravaged by nukes and bombs so long ago, as well as a whole cast of new and adapted species, such as the canis urbanus, a wolf/coyote whose pelt is matched to blackened city ruins.

Mankinds' time is over.
the world has been reborn.
Aftershock.

I think, whilst it may or may not be possible for octoPODEs to evolve sapience in the future, it won't happen in the next 5,000 years.

How severe is the radiation? I'm not sure, but I'm guessing that after 5,000 years the area is probably safe to inhabit again. As a result, you can guarantee that cities won't exist any longer. In fact, if you look at the recent game, Enslaved; Odyssey to the West, that is the sort of environment you'd probably be looking at.

Your best bet for the new sapients in that short of time are the left overs of the old ones. In other words no new ones, just have small(ish) groups of humans chilling out doing people things.
