Possibility of sapient lissamphibian

I again read book called Válka s mloky(war with the salamanders or something like that)from Karel Čapek.
Is there any possibility of sapient lissamphibian?

I don't think it's possible whilst mammals, reptiles and birds dominate the place, but in theory, I suppose it could be. If there was a sapient lissamphibian, it would come from Anura or Urodela. I doubt that caecilians would develop sapience before frogs or salamanders.

Salamanders probably have the best chance, but they need definite nervous and strcutural reconfiguration.

A theropod-like salamander is the best, if implausible, route.

čapeks salamanders are relatives of helbenders and japanese giant salamander

but they re different,they re bipedal,they have different speech and live only in salt water

If they evolved they would be limited in terms of where they could live. They could evolve dry toad-like skin as well as gathering water for their eggs and offspring, but they would depend heavily on water, making droughts very devastating.

Would they technically even be considered lissamphibians anymore if they evolve those features?

Also sapience could help with the need for eggs to be in water, as they could craft some kind of carrying device to carry water and their eggs in. They would probably need to be near water to keep a steady supply to care for their eggs and the larval stages of their young. Once the young don't need to stay in water anymore then they could join the group.

I don't see how true lissamphibians can be sentient, I think that they will have to be descended from lissamphibians.

salamanders from this book are limited to water,they die soon on land on sun,but at night they go to land
they reproduction is really weird,its something between partnerogenezion(or waht the hell is this called in english) and normall reproduction.
