You know, zombies are actually pretty weak. All you would have to do in a zombie outbreak is attempt to confine infection, and then hide the healthy population from the zombies in places the zombies can't get to. Then, proceed to "dispose of" the zombies.

Zombies are actually a military dream. An enemy that doesn't fight back, that doesn't even have weapons, doesn't take cover, and doesn't abide by any defensive tactics. Plus, they're slow, relatively noisy, and easy to spot. This is what makes the scenario in "World War Z" all the more funny; the military is presented with this scenario, but they abide by the usual rules and get into huge trouble. In a way that is actually very typical of so many real military disasters in history.

Natural predators (bears, tigers, pumas, lions, leopards, etc) might not be that much of a threat to the zombies, but dogs (especially feral dogs) certainly could be... indeed, they can be quite vicious predators, and inhabited areas are full of them.

The biggest problem during a zombie apocalypse would probably not be protecting people from actual physical zombie damage, but rather containing a more conventional outbreak, calming mass panic, dealing with dogs accustomed to eating human flesh, and cleaning up dangerous biological waste.

As for the Earth's rotation stopping, I'm really skeptical of "all the water and air migrating to the poles". The equatorial bulge is some 21 kilometers high (which would place it within the atmosphere, but beyond the troposphere and certainly higher than any mountain on Earth), but it also exists because of the Earth's spin... it would eventually subside, even if it takes a relatively long time. Also of note is the fact that the spin becoming sun-synchronous does not entail changing the axial tilt to 0. And it also has an interesting effect on the Earth-Moon system: instead of the Moon stealing the Earth's rotational energy (via tides), raising it's semimajor axis and slowing the spin of the Earth, the Moon donates its orbital energy to the Earth, lowering it's semimajor axis and increasing the spin of the Earth... in essence, the Earth will not remain synchronous, as long as there is a Moon.

Furthermore considering that a good deal of the crust on the equatorial bulge is ocean floor that averages around 4000 meters below the median altitude (using "median altitude" here in place of "sea level", just as is done on planets such as Mars and Venus), a lot of the land would be quite livable, in altitude terms.

Unfortunately though the idea that "there would be no weather" is a complete fallacy. We all know about the potential weather patterns on tidally locked worlds, and this would be similar, though with a definite spice stemming from the remaining axial tilt (though how this would affect things depends entirely on at which point in the Earth's orbit the rotation synchronises fully). The weather during the slowing down of the Earth's rotation would be even worse though, and would be quite catastrophic, in conjunction with the bad earthquake activity that would also occur.

Basically, longer days mean more severe weather extremes- extremely bad heatwaves during the day, freezing temperatures during the night, and extremely bad storms driven by both. High water temperatures would create storms such as strong hurricanes and "hypercanes".
Once relative rotation to the Sun is in the range of a month or more, basically the dayside becomes this horrible baking... horrible place, the nightside becomes like the temporary polar cap of a tidally locked planet. Sunrise is heralded by a gigantic storm front...

My reccomendation would thus be: hide, preferably inside a mountain, in a place you hope won't have any bad extremes once rotation has synchronised. Also hope to hell and back that the synchronisation process does not create a runaway greenhouse effect...
A hard mathematical figure provides a sort of enlightenment to one's understanding of an idea that is never matched by mere guesswork.
