Why Can't I Hold All These Mongols?

i've started trying a new project of a world where vertebrates never existed.
i've got a few ideas,
seascorpions ( yay) are dominant predators in the seas
forests and vegetation dominate the world and are more primitive due to a lacking of large herbivores, creating higher levels of oxygen ( not as high as the carboniferous though)
im looking for ideas so send them myway
