Districts #1-20 of Rukongai, the most lawful and peaceful parts where all normal Souls Dwell.

Areas #21-40, Not exactly lawful, but a less peaceful part of Rukongai than the White Zone where a large number of Bandits dwell.

Areas #41-60 of Rukongai, where Hollow sightings are not uncommon and bandits seem to hold sway over the general populace, except when the Shinigami sweep the area clean.

Areas #61-80, the areas of Rukongai where the normal residents either live scared, or turn to banditry. Hollows are more than common, including sightings of Gillian Menos on occasion.

The outer edges of Rukongai, where the houses and dwellings end and it turns to a large expanse of forests, mountains and various wilderness.
