I. Applicants Applicants must submit an application for their alliance. There will be two days for everyone in the BTO to decide whether or not they want them in or not. After the two days a poll will hold place. Applying alliances must be 50 nations or less and color does not matter. Once an alliance within the BTO gets past 50 members, the will NOT be removed and nothing different will be expected of them. II. Polls Each and every alliance in The BTO gets the same amount of say. Every alliance gets one vote and that's it, no exceptions. Each poll has 48 hours to respond unless stated otherwise. The individual alliances shall decide how they vote on things(whether a couple of people do, the whole alliance does, one person, etc...) II.I Delegates Every alliance will choose their delegate to represent them in the BTO. The delegate wouldn't really make decisions. They would just bring their alliance's vote to the BTO and bring the thing to be voted upon to their alliance. If the alliance wants their delegate to make the decision for them that is up to the alliance and not the BTO. III. War If an alliance within the BTO is attacked the BTO will take an emergency 1-day vote on whether or not to defend it. If an alliance believes that the BTO needs to go to war then they can bring it up to a vote, but an alliance CANNOT act around the BTO's decision. IV. In Times of Need After a war or any other bizarre circumstance that puts an alliance in the BTO on their knees the other alliances are expected to come to them with aid. This is not required, but it is expected. V. Government The government of the BTO has a leader and a Council. The government is just a voice and a commander in war times. V.I The Leader The alliances within the BTO are listed in a certain order. The first month the first alliance on the list appoints the leader of the BTO from within their alliance. Every month the next alliance on the list gets to choose the leader as the first one did. The leader is just the voice of The BTO. V.II The Leader's Council The leader's Council composes of 8 members. The BTO as a whole shall decide who is in the Leader's Council. The Leader's Council is a more permanent position than The Leader position is. Elections for The Leader's Council takes place every 6 months and every nation in the BTO gets equal say. The Leader's Council is to help the individual alliances withing The BTO commanding militias in times of war. The leader may give jobs to the individual councilors if he/she so chooses. VI. Temporary Removal from the Blackwatch Treaty Organization If an alliance extremely dislikes the decision made by the BTO then they can request a temporary removal that will last for 30 days. During that 30 days they will be moved to the temporarily removed list and will not be bound by the BTO. On Day 27 a vote will take place for them to be re-admitted. A temporary removal will usually take place when an alliance really believes that they should or should not go to war and will not settle for anything less, so they remove themselves and go on their own terms. When they do so they will be unprotected by the BTO which will prove to be dangerous. When an alliance leaves, they still will not have a vote in the BTO for 15 days until rejoining, but after that all things will turn to normal. VII. Permanent Removal from the Blackwatch Treaty Organization There are two ways that an alliance can be permanently removed from the BTO. Either the alliance asks to be removed or it is brought up to a vote and voted for with a 2/3 vote. Edited by Moufassa, Jan 2 2009, 11:49 PM.
