Proclamation of the Granditer Lex; The law of the plains

After the events of this year, with the view towards the prosperity of all my people I hereby do constitute the following to be the Laws of my lands:

1) You shall not kill any subject in cold blood or who is unarmed. Killing in self defence is acceptable, as is that brought about by unforseen accident or through a lawful duel. there will be three categories for the crimes relating to the death of an individual:
a) Pre-Meditated Murder - you have gone out of your way to kill a defenceless individual, with malice, planning and forethought being present. There is one sentence, and that is death.
b) Murder - you have murder a fellow citizen in a moment of passion, be it from argument or simplistic rage. The sentence is to serve at least 20 years in a prison or the forces which defend Athesia.
c) Manslaughter - a death caused by accident which could have been prevented, or through an unlawful duel. The sentence shall be determined by the presiding Arbitor.

2) You shall not steal property belonging to another citizen. The punishment for such theft will be determined by the Arbitors.

3) You shall not rape or pillage citizens of Athesia, or the towns of our enemies. For such crimes you will be punished with hanging.

4) You shall not worship Asmodeous. To do so would breach the very tenents of Pelor, and will result in death.

5) Any citizen can complain about anothers actions to the Vigilum, they will then bring forward the information to the Arbitors for decision.

6) A duel is only lawful if conducted in the prescence of the provinces Arbitors

7) Espionage conducted by agents of an external threat, as determined from time to time, is punishable by death.

Throughout the land their is freedom and equality under this law, to all irrespective of their race. Citizens are free to worship deities of a Good ilk, with the principle religion being one of Pelor. These laws may be amended from time to time, and are only applicable to those Dark Plains lands within the borders of Athesia. Citizens from those province conducting themselves outside of the Athesian Borders are expected to also adhere to these laws. Mitigating circumstance can be accounted for.

A final appeal of any sentence can go to the House of Domingez, in Swynfort.

To accompany these laws and strictures the following has been arranged for formation and construction:

The Vigilum (State Militia), who will oversee the enforcement of such laws. From their ranks, the citizens of each province (OOC: 1hex) will elect a panel of 3 Arbitors. The head of the Vigilum will be Gran Mariscal Haldon Pyreheart-Vespoa, who is hereby tasked with this mandates implementation.

A cathedral will be erected in Swynfort, dedicated to Pelor the Law Giver.

(OOC: The fluff behind the two new character advances, and these only apply to dark plains hexs under santiagos demense)

How does this apply when you stretch your influence to people who might not enjoy these laws. Say dwarves who have very similar customs as in the mountains?

There is a reason why I have opted not to attempt to influence the dwarves or those in other lands. I can but speak for what is best for the prosperity and happines of the citizens in the plains. Is there a particular article you have an issue with?

Nearly all cultures are respected. Their is only one exception at the minute, and that is the worship of Asmodeous. These laws can also be changed as required as stated above.

(OOC: not quite sure i understand the second question. I have tried to make them as common sense as possible)

(ooc: the point being that plains dwarves tend to settle disputes much in the ways of the mountains. With oaths to determine the "correct" party and justice is meted out with trial by combat. As is stands these laws could be seen as racial persecution against dwarfs who settle differences without such... bureaucracy.The question being how would these laws influence such racil traditions.)

I feel confused on three points, one-how do these laws interact with those of Athesia as a whole (OOC: I don't know how the modified Athesian council will interact with anything like this) two-the same point raised by Varis and Dargan and three-how do these Arbitors interact with the armed forces of the Dark Plains.

There are no laws of Athesia as a whole, the laws of each region are their own. In this case the laws of Santiago's entire demesne are now to be shared. How this interacts with the dwarves in the north isn't yet a problem, as his domain doesn't stretch that far. The application of justice is traditionally no business for an army, so there should be no conflict between the militia and the military, unless you wish for martial law.
