At what point does global cooperation between corporations become a government?

Hi,

When social media gets established, engrained in society and effectively essential for functioning in every day life, it wields great power. Employers begin to weed out applicants who do not have a facebook account, and those that do need to might begin to be required to adhere to a certain moral code to be considered for employment. It becomes impossible to escape this power. With mergers and acquistions that take place, a company like facebook can begin to control things in your life you may not think possible today. Any upstart social media enterprise is either bought out or neutralized.
At what point in this process do these social media companies effectively become a quasi-government, unelected but controlling what you do with more force than a traditional government wields? You could wind up with a situation where a government can deliberate for months and pass a law on something, and an unelected boardroom can set a new policy the next day to shun people in social media who agree with that policy and wield more power than the government.
It has the potential to render votes meaningless. What should be done to fix this?

Please help.
