A BILL By John Patterson SEC 1. SHORT TITLE This bill shall be known as the No Talking And Driving Act SEC 2. Findings (1) Whereas, Many people talk on there communiction divice while driving. (2) Whereas, People ignore car horns because they are not able to hear. (3) Whereas, they ignore signs and officers who warn them. (4) Whereas, People are looking down or other motions where they are not able to see in front. SEC 3. Resolution (1) It will be against New York law to be talknig on a communication device while driving. (2) Some people have their phones on speaker which also allows them not to hear. That will be allowed as long as the driver is able to pay attention. (3) The speaker of the phone is allowed so there should not be anybody looking aroud while talking. SEC 4. Terms (1) If the person is seen with the phone the could be fined up to $1,000 (2) They should be able to her without the phone on their ear. The should be able to hear better with their speaker phone on. (3) If the person does ignore the officer or sign they will be charged with talking on phone while driving and ignoring officer/traffic laws. (4) The person should not have to look down with the speaker phone. SEC 5. Costs (1) An Estimated five million dollars for training for new officers. SEC 6. Enactment (1) This act shall come into law upon the passage by the New York Legislature and signed by the sitting Governor |
