A BILL To outlaw the use of capital punishment within the United State of America

BE IT ENACTED by the House of Representatives and the Senate of the United States.


SECTION 1. SHORT TITLE.

This bill shall be cited and known as the `Capital Punishment Abolition Act of 2007'.


SECTION 2. DEFINITIONS.

(1) For the purposes of this Act, Capital Punishment shall refer to any act in which a convicted criminal is put to death by a conviction and ruling.

(2) For the purposes of this Act, abolition shall refer to the complete dismantling and de-legalization of above practice.


SECTION 3. FINDINGS.

Congress finds that -

(1) This country was founded on the belief "We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness"

(2) Over 200 countries worldwide have banned or limited the practice of capital punishment.

(3) 14 states within the United States of America prohibit capital punishment

(4) In the years since national reinstatement of capital punishment, hundreds have had their convictions overturned and numerous others did not, though they were very likely not-guilty

(5) This system can never be perfected, and when dealing with taking away a person's life, perfection should be guaranteed and expected.

SECTION 4. PROVISIONS.

(1) Upon enactment, all capital punishment within the United States of America will be barred.

(2) The maximum sentence shall be life in prison without possibility of parole.

(3) The oldest 10% of nation-wide wide capital punishment rulings will not be effected by this bill, but after the last of that number all offenders will be transferred to rulings of life in prison without possibility of parole.

(4) After the aforementioned provision, any person directly ordering the death of any prisoner shall not be protected by the law, and shall be liable to any charges.

SECTION 5. ENACTMENT.

This bill shall be enacted upon the President's signature.

SECTION 6. PLAIN ENGLISH SUMMARY.

This bill outlaws the practice of capital punishment within the United States of America.
