Mr. SAVAGE of Maryland for himself introduced the following A BILL To create a federally supported system of providing healthcare in rural Census designated communities. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION I. Short Title This act may be refereed to as the ‘Rural Family Practitioner Bill’ or the ‘RFP Act” SECTION II. Definitions Rural Communities : Census designated areas sparsely populated areas that are isolated from these central heathcae clusters and their corresponding health services by physical barriers. SECTION III. Primary Care Physicians (a) The government shall pay half the tuition of students in medical school, studying to be family general primary care practitioners. Who are willing to serve a period of five years of practicing in Census designated rural communities. (i) Candidates for the Rural Communities Service Scholarships (RCSS) shall be entering, or attending an accredited Medical School, and should have received a Pre-Med degree, as well as achieved, or surpassed a 2.8 GPA in that program. (ii) Candidates are eligible to have up to $15,000 per year of the tuition paid, if the student maintains a 2.5 GPA. (iii) Candidates may drop out of the RCSS program in their first year of medical school, paying back half of the tuition the government paid. (iv) Following the student first year, if they should drop out or for any other reason be removed from Medical School they shall be indebted to the government the full cost of tuition paid. In rear situation where other situations beyond the students control results in their dropping out, their debts may be expunged, these situations may be determined by mediators, who decisions by be appealed to the USDA Rural Development Program, then to the Department of The Agriculture, and lastly to the President of the United States. They may take the case further to the Federal Courts. (v) Students shall apply for RCSS by contacting the USDA Rural Development Program. (b) RCSS students who successfully complete Medical School, shall be provided as place to complete a three year residency within working distance their current residence. The RCSS student shall complete three years of residency as established my previous regulations. (c) Upon completion of their residency students shall be assigned to an office in a rural area to practice medicine. (i) They shall be provided , and office that a the lease includes a medical secretary, and a nurse. (ii) They shall also be provided with instruments needed to carry out there duties, foremost among which in a rural community is transportation. (iii) The doctor shall be paid $95,000, increasing by $5,000 each year of service. Topping off at $120,000. (iv) The doctor shall serve at the lease five years, and may serve more. (v) The doctor must also make themselves available to house calls. SECTION IV. Primary Care Physician Offices (a) The office shall be headed by RCSS sponsored physicians, each office shall have at least one physician, and may served by up to three, as determined by the USDA Rural Development Program. (b) Each office shall receive an annual budget of 2.25 million dollars per practitioner, including the salaries of staff, doctor, supplies, and rent. (c) Each office shall be supplied with one mode of transportation to be used for professional purposes, and be attended to at lease once a year. To be used especially for making house calls, and serving immobile, or far out patients. (d) Each office shall be established by the USDA Rural Development Program in area designated by the US Census as being rural, that have need of doctors. (e) Offices may set the cost of care for their particular office, which may be lowered by the USDA Rural Development Program, in cases where it sees fit. These extras funds may not be used for salaries, and 25% of it shall be allocated back to the USDA Rural Development Program. SECTION V. Creation of the Rural Family Practitioner Initiative (a) Within the USDA Rural Development Program shall be created the Creation of the Rural Family Practitioner Initiative. (b) The Initiative shall consist of 100 persons working directly at administrating this program. (c) Of this number there shall be an Inspector General who shall insure that all offices shall be administered with honesty, and integrity. He shall have the power to remove a practitioner for breaking regulations, or misadministration of their office. SECTION VI. Regulations (a) There shall be no more then 10,000 offices which shall be erected, and disbanded as the Rural Development Initiative shall see fit. (b) There shall be no more then 1,000 per class (4,000 total) RCSS allotted at one time, scholarships shall be completely allotted among those who meet the basic requirements, there shall also be 250 scholarships to be given special priority to those who reside in rural areas. SECTION VI. Regulations (a) The total budget shall be 2.5 billion in total to support offices, 60 million to support scholarships, and 40 million to support the central workings of the Rural Family Practitioner Initiative. (b) The sum total cost shall be 2.6 Billion dollars |
