I. Aim
A. The aim of this bill is to ensure worker's the right to a secret ballot when deciding whether or not to unionize.

II. Secret Ballot
A. A secret ballot is defined as a ballot from which no one can determine whom voted for what.
B. All worker's are entitled to a secret ballot when deciding to unionize.

III. Voting
A. When a worker is voting no one other then the said person is allowed to be directly present.
B. The only exception to this is for a family member to be present for a person, due to disabilities, who is unable to vote for him or herself.
C. To preserve the process from corruption, a three member panel should be appointed representing both parties as well as an independent third party agreed upon by both parties to observe and protect the proceedings from corruption and contamination.
D. When voting has concluded, said three member panel, or another method agreed upon by both parties, should be in charge of calculating the ballots to keep a fair and even perspective on the counting.

IV. Intimidation
A. No employer may in any way intimidate an employee into voting against unionization.
B. No union or pro-union employee may in any way intimidate an employee into voting for unionization.
C. If parts IV(a) or IV(b) are broken the minimum fine placed upon the perpetrator shall be $500.
D. Employer and union/pro-union employee both should be permitted to openly campaign for or advocate their position as long as it does not directly go against parts IV(a) or IV(b).

VI. Timetable
A. This bill shall go into effect immediately after the president signs it.

to create a specific state of civil matrimony between any person of any gender that shall confer upon that marriage the rights and benefits of any other marriage; and to also provide statutory rights to couples that undertake a civil marriage; and to ensure full equality of civil marriages between any person under law.

Section I

This shall be cited as Civil Marriage Equality Act

Section II

1. Civil marriages recognition

Civil Marriage shall be between two adults who consent to be joined in marriage and have that marriage registered and recognised by the State.

2. Discrimination

Parliament in its provisions on civil marriage shall not discriminate based on gender in its provisions on the registration, regulation, recognition or dissolution of civil marriages.

3. Rights

All rights and responsibilities and all provisions that have heretofore accrued to civil married couples of opposite genders shall accrue to civil married couples of the same gender

A BILL
To prohibit States from carrying out more than one Congressional redistricting after a decennial census and apportionment, to require States to conduct such redistricting through independent commissions, and for other purposes.

Section I

This shall be cited as Redistricting Reform Act

Section II

1. Prohibits

Prohibits a state that has been redistricted after an apportionment from being redistricted again until after the next apportionment of Representatives, unless the state is ordered by a court to conduct such a subsequent redistricting in order to:
(1) comply with the U.S. Constitution; or
(2) enforce the Voting Rights Act of 1965.

2. Requires

Requires such redistricting to be conducted according to:
(1) a plan developed by the independent redistricting commission established in the state; or
(2) if such plan is not enacted into law, the redistricting plan selected by the state's highest court or developed by a U.S. district court.

3. Provides for

(1) establishment by each state of an independent bi-partisan redistricting commission;
(2) development by such commission of a redistricting plan;
(3) submission of the plan to, and consideration and enactment of a plan by, the state legislature;
(4) selection of a plan by the state's highest court or development of a plan by the U.S. district court, under specified conditions;
(5) special rules for redistricting conducted under a federal court order;
(6) Election Assistance Commission payments to states for carrying out redistricting;
(7) civil enforcement to carry out this Act; and
(8) the right of action for a person who is aggrieved by a violation of this Act.

Mr. SAVAGE of Maryland for himself introduced the following

A BILL

To create a federally supported system of providing healthcare in rural Census designated communities. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION I. Short Title
This act may be refereed to as the ‘Rural Family Practitioner Bill’ or the ‘RFP Act”


SECTION II. Definitions
Rural Communities : Census designated areas sparsely populated areas that are isolated from these central heathcae clusters and their corresponding health services by physical barriers.

SECTION III. Primary Care Physicians
(a) The government shall pay half the tuition of students in medical school, studying to be family general primary care practitioners. Who are willing to serve a period of five years of practicing in Census designated rural communities.
(i) Candidates for the Rural Communities Service Scholarships (RCSS) shall be entering, or attending an accredited Medical School, and should have received a Pre-Med degree, as well as achieved, or surpassed a 2.8 GPA in that program.
(ii) Candidates are eligible to have up to $15,000 per year of the tuition paid, if the student maintains a 2.5 GPA.
(iii) Candidates may drop out of the RCSS program in their first year of medical school, paying back half of the tuition the government paid.
(iv) Following the student first year, if they should drop out or for any other reason be removed from Medical School they shall be indebted to the government the full cost of tuition paid. In rear situation where other situations beyond the students control results in their dropping out, their debts may be expunged, these situations may be determined by mediators, who decisions by be appealed to the USDA Rural Development Program, then to the Department of The Agriculture, and lastly to the President of the United States. They may take the case further to the Federal Courts.
(v) Students shall apply for RCSS by contacting the USDA Rural Development Program.
(b) RCSS students who successfully complete Medical School, shall be provided as place to complete a three year residency within working distance their current residence. The RCSS student shall complete three years of residency as established my previous regulations.
(c) Upon completion of their residency students shall be assigned to an office in a rural area to practice medicine.
(i) They shall be provided , and office that a the lease includes a medical secretary, and a nurse.
(ii) They shall also be provided with instruments needed to carry out there duties, foremost among which in a rural community is transportation.
(iii) The doctor shall be paid $95,000, increasing by $5,000 each year of service. Topping off at $120,000.
(iv) The doctor shall serve at the lease five years, and may serve more.
(v) The doctor must also make themselves available to house calls.

SECTION IV. Primary Care Physician Offices
(a) The office shall be headed by RCSS sponsored physicians, each office shall have at least one physician, and may served by up to three, as determined by the USDA Rural Development Program.
(b) Each office shall receive an annual budget of 2.25 million dollars per practitioner, including the salaries of staff, doctor, supplies, and rent.
(c) Each office shall be supplied with one mode of transportation to be used for professional purposes, and be attended to at lease once a year. To be used especially for making house calls, and serving immobile, or far out patients.
(d) Each office shall be established by the USDA Rural Development Program in area designated by the US Census as being rural, that have need of doctors.
(e) Offices may set the cost of care for their particular office, which may be lowered by the USDA Rural Development Program, in cases where it sees fit. These extras funds may not be used for salaries, and 25% of it shall be allocated back to the USDA Rural Development Program.

SECTION V. Creation of the Rural Family Practitioner Initiative
(a) Within the USDA Rural Development Program shall be created the Creation of the Rural Family Practitioner Initiative.
(b) The Initiative shall consist of 100 persons working directly at administrating this program.
(c) Of this number there shall be an Inspector General who shall insure that all offices shall be administered with honesty, and integrity. He shall have the power to remove a practitioner for breaking regulations, or misadministration of their office.

SECTION VI. Regulations
(a) There shall be no more then 10,000 offices which shall be erected, and disbanded as the Rural Development Initiative shall see fit.
(b) There shall be no more then 1,000 per class (4,000 total) RCSS allotted at one time, scholarships shall be completely allotted among those who meet the basic requirements, there shall also be 250 scholarships to be given special priority to those who reside in rural areas.

SECTION VI. Regulations
(a) The total budget shall be 2.5 billion in total to support offices, 60 million to support scholarships, and 40 million to support the central workings of the Rural Family Practitioner Initiative.
(b) The sum total cost shall be 2.6 Billion dollars
