1. This is a parliamentary system with US govt tendencies.
2. THere is a President, he is also the Chairman of the party.
3. The President is NOT chosen by the people, however the Chairman technically is.
4. The Interim Chairman is NOT the final chairman of the party, nor does it hold more clout for the upcoming Chairman and Senate elections. It is a clerical honorary position used when the game begins to help set up the war rooms, set up the charter, elect all party leaders, etc. The interim CHairman is NOT the President.
5. The Interim Chairman and Leader positions are elected in-house (your warroom) and not in the public elections threads.
6. Constituency Senators are the Senior Senator. They are elected on non-Presidential years. They are elected in the typical midterm elections cycle. These seats are by assignment, and there is one per state.
7. There are NO NPC campaigns/elections
8. List Senators are the Junior Senator. THey are elected during Presidential Election cycles. You can be from any state and any party to be a list senator. There is no assigned party per state for List Senators.
9. There is NO HOUSE.
10. There is no Vice President. Instead there is a FIrst Secretary.
11. You can have a split majority government. THis is called a coalition government.
12. Protocal for the senate remains the same. You have proposal (hopper), debate (floor), and voting. THere is no first, second and third readings. THe Senate is still US govt protocal based.

On the NPC Formula:

Don't freak. It's all ratios. Nothing scary. ANd I do some of the math for you...all but the final ratios math.

On Filibuster and Senate Activity:

The first filibuster wasn't run so smoothly. When there is a filibuster on one bill ALL senate activity, except committees stops. Since we don't have comms, there is no problem there. The filibuster ends all activity except the bill being filibustered. That person must follow the filibuster speaking schedule. The only way to stop a filibuster and for anyone else to be in order, is a motion for cloture, a motion to suspend the rules, etc. All other bills are in limbo. THe President of the Senate will extend automatically the bills that were frozen for the time of the filibuster to be ended. If the senator doesn't friendly yield to another senator to continue their schedule, the filibuster is ended. Only one filibuster can happen per bills debate. You cannot accidently end your filibuster and then start it right back up. Once a filibuster ends, it goes immediately to a vote unless there is still time on the debate clock. THe only time this doesn't apply is if the filibuster was forced by cloture or suspension of the rules to pass the bill. If it is forced, you will proceed directly to a vote.

I hope this clears up the confusion on our very first filibuster.

Cloture vs Debate end time:

When the President of the senate places a time period for debate, a cloture motion is unneeded unless you wish you end debate early. When the time given in the opening of debate is reached, debate automatically closes and you move to a vote. Motions to amend are not germane if there is less than 24 hours left in the debate period as they would not be able to be voted on before the close of debate. Unless a motion to extend debate is made. That is the only time the debate clock will not be forced to be used as a motion to extend debate is germane to extend the clock until the motion plays out.
