I ain't no dead yet
Basic Information:

Name: Devolution Spray
Item Sprite: Posted Image (needs transparency)
Optional Image:
Spoiler: click to toggle

Item Information:

Weight: 5 Ounces
Height: 7 Inches
Effects:
1. Reverses evolution by one stage. If used on a Charizard, produces a Charmeleon. If used on a Ivysaur produces a Bulbasaur. etc. etc.
2. Pokemon forgets any moves it knew at it's current evolution stage that it couldn't possibly use in the stage it's being reduced to. Such as, Charizard forgetting Fly and Wing Attack to become Charmeleon or Flareon forgetting Flamethrower to return to Eevee.
3. These moves appear as "imprisoned" moves on the Pokemon's profile and will be restored on revolution; without need of intensive tutoring.
Cannot devolve Shedinja. Pokemon like Magneton and Slowbro split into their original components.

[I have a specific idea involving using this to get something in particular. Wanted to test the waters to see if this would be acceptable before applying it to it's specific purpose.]

I'll post this ONCE; not giong to argue further:

Arguments FOR devolution:

Games:
Two Pokedex entries mention Devolution:
"Slowking undertakes research every day in an effort to solve the mysteries of the world. However, this Pokémon apparently forgets everything it has learned if the Shellder on its head comes off."
"If the tail-biting Shellder is thrown off in a harsh battle, it reverts to being an ordinary Slowpoke."

"Pokemon Adventures" Manga:
Team Rocket experimentation made devolution possible; they used it once in the old series to make an Eevee that could switch between Flareon/Jolteon/Vaporeon and Eevee on command.

"Pocket Monsters" Manga:
In this series, uniquely once a pokemon has evolved once, it can evolve when it needs to, but also stay in whatever form it wants.

TCG:
Two cards are heavily associated with Devolution.
The Devolution Spray, featured. [It's a rare card, btw.]
And a Mew, with Devolution Beam, which did the same effect to an opponent.

Arguments Against:

In the Show:
In an early episode when Ash faces Lt. Surge; Brock stated that evolution cannot be reversed.

In the games, though it is mentioned; it is never possible for the player to do it. It shares this trait with Shellder being necessary to evolve Slowpoke; two Beldum forming a Metang and 3 Magnemite forming a Magneton; all mentioned in pokedex but not used in practice.

It's never been shown directly in the show or games; though has in both Manga series and the TCG.

Manga is written by an outside source and Manga isn't 100% Canon. Case in Point. Rotom is considered a Legendary Pokemon in the Manga. Blaine and Mewtwo are one entity that are slowly killing each other due to being incomplete. A Female Psychic can turn humans into Stone.

So far only one things was transfered from the Manga to the Videogames and made Canon and that is Silver being the son of Giovanni.

TCG is not Canon. Game says that if multiple of certain pokemon gather they evolve. They never do. Neither do they do this in the Anime. It has been denied by 3 Admins now.

Actually the manga is canon the games aren't as the creator has said the manga is closer to what he wanted. That aside still a stupid idea.

I'm cooler than cool... I'm freezing.
truth be told, the ONLY game that EVER showed the 3 Magnimite rule or Slowpoke combining with Shellder is only, ONLY in Pokemon Snap. And that was the only way you could even get the Pokemon's picture. There's an example also, of if you take Diglett or Pikachu's picture, you get a Dugtrio, which makes no sense whatsoever.

Honestly speaking, the Devolution spray would seriously be abused though. It would have to be a rare item, or highly expensive. Only a few member on the site would even be able to afford it but never use it.

Just putting my opinion/knowledge out there for ya'll.
Awesomenesses...

The fact that you can evolve a Pokemon and have them devolved in the Trading Card Game is what makes it okay... for the TCG. In no way would this ever work, nor would anyone want it to work, in the regular games, the anime, or here. Ever.

And I have two demotivationals for this:

As much as Miles' picture is a fail for "foolness" and probably would be better if it said "foolishness"...

...I too am going to back up the entire member list and say no. Personally, I feel like its a stupid idea even in the card games and such.

No. Just, no. No use, no reason it should work, no one wanting it to work. Sorry.

As about 80% of the higher staff has already denied this, and comments from others are getting a bit.. Anyway, this is denied.
