Pearls. Based off the abilities of the pokemon that make those, you could:
Prevent critical hits (Shell Armor).
Avoid effects of Sandstorm/Hail.
Always use all 5 hits of multi-hit attacks (Skill Link, Shellder lines' signature ability)

Could also go with a purely type-based effect:
Up to Water or Ice attack (again with pearls)
or maybe Psychic/Special attack (same concept as Spoink)

Not really feeling anything on leather or fur (though my head is burning with images of Tauros being skinned 0_o)

I'm not going to skin anything.. I've already discussed this with Snow on how I'm going to get the fur needed. Brushing the fur and collecting enough will take a while yes, but grooming will be just as well. Basically meld the pokefur in with mareep wool to get a better effect from it.. and it won't take much fur at all. Colors can be done through dying, or by just leaving it the natural color it turns out to be.

Upping a type's attack seems well and all, but I'm leaning towards decreasing the chance on being critically hit.

When a RL cat sheds for the winter a lot of fur comes, so it's just as well there. I was referring to the leather...RL leather is tanned cowhide so...unless it's vegan pleather, dead Tauros somewhere. The ability is pokemon cannot receive critical hits, I guess in an item it shouldn't be as strong though? *Looks up* Currently there are no items with this effect, though the held item "Scope Lens" and use item "Dire Hit" both double the chance of causing one, so perhaps be the opposite, half the chance of receiving one?

Just because it's leather, Caddy, does NOT mean a Tauros died for it. There are normal animals in this world, as well as pokemon. The uncle of my character runs a normal-animal farm with cattle and sheep and dogs that don't spit fire at people when they bark. The use of leather could just as easily mean that the hide of a dairy cow was used, rather than that of a Tauros.

All the same, there has been mention of burgers and other meat products in various topics. Where do you think the meat for that comes from?

The anime never says there are normal animals in their world though. They make real world allusions but never have they said outright that there were animals or creatures other than Pokemon.

So what are we assuming, here? There doesn't seem to be any documentation on it, and the indication I've got from the games is that they keep on filling in real-world animals roles for pokémon - there wasn't a cow, so here, have Miltank. However, we can't deny that we've seen glimpses of 'real' animals in the animé - but that doesn't mean it's true for here.

Is there any real consensus, or are we just to make up our own minds on the matter?

I've seen normal dogs, cats, and birds in both the anime and the movies. I don't think I've ever seen a normal horse or bovine though, just the pokemon equivalents.

Oh for Jelly's sake! Can't my topic stay on topic? XD It's about mah collars, not about if there are or aren't real animals in the Pokemon Universe. So, approvals for my collars? Yes or No from you guys... That's all that I ask! However, I'm unsure how long after this is approved it'll be before I get around to making one collar. I'll probably start with some regular mareep wool with the Loyalty Collars and then work on using Pokefur in the next couple I make... But it all depends on if I'm allowed to knit while moving or not. I can do it IRL, but I need to make sure it's okay for Roku to do the same before I even attempt it.. Because with Kaz's 7 Sins Plot, the trio will be traveling a lot. Heck, I could even ride Girafarig around and knit while on her back. Sure, it'd be a bit more bumpier than if she were walking on her own, but eh. It'll turn out just fine; A little worse than the others she'll make, but not by much.

For the base fabric I'm going to use, it's a this or that type of thing and I'm sure I'll use a variety of bases for the different style of collars.

For some like the Loyalty Collar, I'd have to buy suede leather cord, which is only $3.50 for 10 feet(or $10 for 30 feet) IRL. I'd then weave the straps together to make a braided base, then sewing the pokefur into it for the design going from close to the top's edge down to the same area on the bottom, continuing until all of the 'skeleton'(minus the edge) is covered with the thread. When that's done, I'll then go back and loop around the edges with the thread.. adding more of a design here and there where I see fit. And at the end stamping some shiny studs into it, or adding some bead work... It all depends on the collar. This one shouldn't take as long as the Shock Collar since it's part braiding... so I'm going to say 4-6 posts, which would be around 1 IC day's worth of time spent.

However, for softer collars, I'll more than likely use a thick blue jeans-type material... IRL you can get 6 feet of blue jean material for a little under $12 from most places. With the material, I'd fold it on top of itself a time or two for the desired thickness, before sewing in the pokefur/s to create the design. Basically, I'll take the fluffiest of the furs I have and sew them in, tie it off, and snip it to where there's the frizzy bits poking out, creating the 'shag' effect. The Shock Collar will probably be the hardest collar to make as it will take a lot of time to get all of that thread sewed in to make the shag look. Regarding the post count to make one... Well, it depends on how in depth she gets with it. I've made fluffy, floppy dog ears, complete with the fluffy cover for the head band in just a night... So, thinking of how time passes on here, as well as battles, and anything that might pop up. It'd take maybe 2-3 IC days for her to complete. Which I'd estimate anywhere from 7-10 posts- At most 12.

For the tags, it'll be a simple clear 'bubble' locket that sells for a little under $8 in the real world. They will look a little something like this. A simple scribble of information and a closing snap of the tag can make it an I.D... or someone might even want to put some type of charm inside the bubble tag, like a heart or a flower... Or even a pretty wicked LED light. Doesn't matter to Roku, because they're going to be sent out with nothing in them. The trainer who purchases it can put whatever they want in there.

For the Elegant Collars: I love the idea. That isn't to say I would buy one; most of my characters can't afford to buy a pearl itself, let alone a collar that increases a Pokemon abilities, but hey xD There are people that can and will buy them.

As for any new ideas... The only one I can think of is the opposite of your anti-critical hit idea: a collar that increases a Pokemon's ability to critically hit an opponent. Now I know there are items that do that, but the collar would more likely be easier to obtain, if not cheaper, and could easily have moves infuse the special ability into them. For example, any Pokemon with Focus Energy could use that power to boost the collar, or if you want to go with a different route, you could also use a Pokemon with Telekinesis (the move). It might be better off for a collar that raises accuracy rather than raises critical, but either way, they are ideas for people with Fighting types that want to raise their critical chances to the extreme, and for people with moves that have low accuracy.

Anyway, those are some suggestions, like you asked for xD
