Do attacks like Twister, Dragon rage, and sonic boom do the set damage like in the game, or are they scaled accordingly?

First, Twister is a 40 power dragon attack, not a set damage attack.

Dragon Rage does 20 damage and Sonicboom does 10 damage, halved from the games.

Seismic Toss and Night Shad also do fixed Damage. It starts out equal to the level and after level 10 it slows down.

EDIT:Shad on NS and ST
 

Seismic Toss and Night Shade - Up to level 10 doing damage = to level is fine. When the pokemon reaches level 11 though, the damage remains as 10, at level 12 that damage increases to 11. At 13, it remains 11. Ar 14, it moves to 12 damage. So basically past level 10, every two levels gives one more point of damage, this may change to every 3 levels later on, but for now we'll stick with this.
