TM training

Hey folks, Graffiti here with a quick question,
When training a Poke a move it can learn by TM but you don't actually have the TM to use, can you teach it to the Pokémon as you would a move it would learn by level up? And do we follow same rules as learning a move by egg?
(I.E. teaching a TM with an attack power of 40 would require 150% to learn it.)

No only Egg moves have that restriction. Everything else is capped at 100%

Yep, only Egg moves have the extra training.
