Today, President Alan Garcia announced that he plans to give the cleanliness of Peru's water an overhaul. He has announced a plan to do several things. 1) Clean all water before it is sent into major cities, 2) Extend water to all rural areas all over Peru over a 5 year course, and 3)Set up a system to gradually replace old pipes with new pipes over 10 years. This, the president hopes, shall give clean, healthy water to all of Peru's citizens. The government plans to invest US$3.5 billion dollars over the course of 10 years to bring Peru's water systems into the 21st century, and to make them as modern as 1st world countries. This is just one of the many plans the government has stated that will take Peru out of being a third world country.

The president has also stated that he plans to invest more money into hydro-electric power and wind energy, which as of now is vastly untapped, so as to have a majority of Peru's electricity clean, with a long term goal of eventually being completely off of fossil fuels and to start selling fossil fuels to other countries. Peru's president has announced a plan for setting up more areas for hydroelectric energy, and to distribute the energy primarily to rural areas, in an attempt to move the industry into other parts of the country. Currently, 75% of the rural community has access to electricity, and the government wishes to pass this number to 95% having access to electricity by 2016. Studies from the National Meteorological and Hydrological Service (SENAMHI) have estimated a total windpower potential of 19 GWh/year for Peru. After hearing this, president Garcia started a program to fund installment of wind farms in the departments of Talara, Laguna Grande, Marcona, Pta, and Atico. Asked on how he plans to deal with the costs of the water and electricity programs, President Garcia announced that he plans to increasing the tariff for electricity, which is currently extremely low in developing Peru. "I believe that this will help fund our projects, and at the same time show Peruvians responsibility in consumption of energy." He also announced that the current costs of electricity would be increased 15% for Large industry, 05% for all other industry, 15% for upper income residents, 10% for middle income, and keep the current price of electricity the same for the lower income class. Commerical areas will get a 10% increase in their electricity costs. The costs for this project will be US$5 billion over a 12 year course.

Peru's president has announced that fines will be established for any pollution to Lake Titicaca and any rivers in Peru. In an effort to establish this, we plan to hire several dozen police troopers that will maintain cleanliness in Lake Titicaca, and are spending 50 million in cleaning it of most if not all pollution. And in an effort to establish Lake Titicaca as tourist friendly, we plan on lowering the cost of the train trips to Lake Titicaca by half during the tourist season.

And in an effort to raise the attractiveness of tourism, Peru has announced that one casino in Mire Flores will be shut down. Peru has also announced that they plan to help some of the underpaid in Peru by increasing the price of a taxi to 6$USD. And in an effort to rebuild Cusco, Peru has announced to raise the amount of money given to reperations of roads by 5 million. And finally, President Garcia has announced that he plans to establish internet connections near major tourism areas and to fund the establishing of these buildings.

The Peruvian government has just hired several hundred expert crop farmers to go all around Peru's towns, cities, and countryside and are being payed to offer farming lessons on modern farming, and in addition, any farmer who takes these classes will receive slightly discounted equipment for purchase from the government, and also offered slightly discounted land all over Northern Peru. To make it more affordable to poor farmers, the government is also offering a ten year purchasing plan with a small amount of interest, so as to let farmers grow crops and use the equipment to earn money, so as to make it affordable to them. In addition, Peru's government has started building a new major port town on the Northern Peruvian Coast, to have a cost of 1 billion USD over the course of ten years to build another major port town for international trade, in an effort to make the area with the majority of Peru's farming areas more sea-trade friendly. The town will be called San Martin City, after the strong, humble, and willful liberator of Peru, Jose de San Martin.


In other news, Lima, Trujillo, Arequipa, Ica, and Cusco have all seen a slight drop in small crimes such as theft, physical assault, and a large drop in sexual, religious, and ethnic discrimination and hate crimes, bar fights, assault with weapons, and rape in all these cities, due to the rising pays all over Peru's southern provinces, more sanitation, new police forces, and crime is expected to continue to drop as pays continue to rise and the new education reforms are continuing to show large progress.

To go along with the current agenda of improving the quality of life, Peru's government has announced major funding for Peru's schools, and hiring Police Officers to every school, tested and trained to deal with all possible situations, to guard the schools and break up all fights. Then the government has announced that they plan on bringing up the standards needed for teachers, by asking American and European testers to come and test all teachers in their respective teaching. Then, in an effort to educate the public more and to make tourism easier and more attractive, the government has announced that optional language classes paid for by schools will be mandatory in English, Russian, Chinese, Portuguese, Turkish, French, and Quechua for all 6th graders, teachers will be flown into Peru to introduce youngsters to these languages. And finally, the age required for schooling will be raised to 18, and dropping out means you will have to serve in the military for 2 years, in an effort to iron out possible future vandalism. There, they will be taught obedience and discipline, pride for their country, and will be given the option afterwards to stay in the military or complete one last year in school so as to earn a diploma, or continue on to become part of Peruvian society. If a student finishes with a grade lower than a D in a major course(Spanish, Science, Math, Secondary Language, or History), they will have to retake the course, no matter what their other grades may be. This is done in an effort to make sure Peruvian society is sophisticated in the future.

The government has announced that private schools will also have to follow these guidelines, any other subjects they teach is their own choice. The government has also stated that any vandalism, or crime in all of Peru will receive double the crackdown or time in prison, meaning if you would receive a 5-year sentence for a robbery, you will know receive 10. This project will go on indefinetly, in order to discourage all law-breakers. Lastly, police officers will be retested all over Peru for integrity, training, lack of drugs, and physical fitness. Failing any one of these categories means you will either have to quit your job or return to the police academy. If you pass, your current pay will be 1.5x if you agree to yearly tests, or you will receive 1.25x the pay if you submit to a test every 2nd year. All officers will receive a 5% increase in their pay however, in an effort to kill corruption. However, if this fails to stop crime and drugs, then pay shall be lowered. If the police force can keep crime and enforce law, and keep crime to atleast 75% of what it is now, Police officers will receive another boost in pay.
