Today, President Alan Garcia has revealed his masterpiece plan to create major amounts of jobs, better education, and to lower crime. He expects this plan to be his legacy as President of Peru and awaits to receive the loan that will let him enact these reforms without spending the surplus.

Education, Soccer, the Arts, and the Military:

The government has added 100m+ yearly to the education budget, alongside the current 3b that is already provided, with 50m going towards giving students who receive all As a fully paid scholarship. Students who receive A-B grades will receive 3/4ths of their scholarships, and if they are unable to afford it, the government will pay fully, for professionals, experienced workers, and soccer players are in demand. Students who receive only 1-2 Cs maximum will get half their college education payed for by the government, after discussing career options with them, which is why a office for registrations to have their educations paid for will be opened in all major provinces, and for smaller provinces to share between two provinces. This is expected to raise the skilled labor base in Peru by large amounts, as well as raise education to stop hoodlum vandalism, early pregnancies, and gangs from becoming a very minor issue in Peru. Speaking of demand for soccer players, Peru’s government has announced that they will be opening six private schools specifically for soccer players. Young boys starting from the age of five that show potential soccer skills will have their educations payed for by the government entirely if they attend said schools. Peru will accept large amounts of students in the earlier grades, and depending on their talents over the next several years, will go to the next grade in the soccer schools, in which they will always be required to be physically fit, honest, courteous, and show a dedication for all learning. All schools will be receiving funding for large-scale soccer programs, and if students are found to not live up to expectations, they will be taken out of the six schools, and placed instead in regular schools with strong soccer programs. Every year, some students will leave, while others will receive the chance to join the schools. College educations will be payed for by the schools. Students who attend these schools WILL be great soccer players, and this project is expected to cost atleast 100m annually. However, after this program, Peru expects to have one of the best soccer teams in the world within several years. Meanwhile, Peru’s schools will also receive more funding for the arts, culture, and the government has announced that all schools that take field trips to historical and cultural areas, like Cusco, Macchu Pichu, the Nasca Lines, and art museums will not be charged in any way, and the government is trying to encourage schools to take field trips to cultural and artistic areas of Peru. Meanwhile, art classes will be mandatory from the 1st to the 8th grade. Meanwhile, dropouts will have their time at the military doubled, and delinquents will be required to serve regardless, with longer stays the worse they behave. “Peru’s large amounts of crime will become drastically lower, and non-existant in major areas.”, said Head of Police Gomez this afternoon.



Tourism

One of the most rapidly growing industries in Peru, tourism will become one of Peru’s leading industries. The Peruvian government is going full force to become a major tourist destination. The government will start by buying more airplanes, and to make airplane laws. Airplanes will be completely refurbished, and will have a small touch screen interactive computer established in the back of all seats, which will display lots of information about Peru. Halfway through the flights, a free bottle of Inca Kola will be given to all teenagers/kids and a free cup of fine Peruvian coffee will be given to all adults (But the cost for these items will be included in the ticket cost, so the government loses no money, and the price will be raised by 5 euros to pay for the refurbishing of all airplanes over three years). The seats will be covered in velvet, all flight attendants will be reevaluated for politeness, attentiveness, and helpfulness to tourists, the best pilots will fly these ships, etc. The plane’s 3rd class will be the equivilant of another plane’s second class, the plane’s 2nd class will be the equivilant of 1st class, and 1st class will be the most luxurious as possible. On the small interactive touch screen computers, information ranging from the history of Peru, tourist sites in Peru, fishing in Peru, scuba in Peru, Peruvian cuisine, hotels In Peru, transportation in Peru, common phrases to get around, Macchu Pichu, and other amounts of information will all be included in Portuguese, English, French, Spanish, German, Italian, Dutch, Russian, Chinese, Korean, and Japanese. After said tourists get off said plane, there will be computers(Eco-friendly) with extensive information all about Peru. It will cost 1$ for 10 minutes on the computers, so as to allow other people to check information. There will be people paid to give tourists instructions, directions, advise, and help all about Peru. Meanwhile, Macchu Pichu will receive some changes in how it operates. Food and drinks will not be allowed, there will be paths to be followed, there will be security guards and cameras in discrete areas of Macchu Pichu to stop all side-tracked tourism, the cost of entry for all Latin Americans will be lowered to 15 euros, while the cost for all other people will be 20 euros. 100 guides will be hired, and they will give extensive tours of Macchu Pichu in Portuguese, English, French, Spanish, German, Italian, Dutch, Russian, Chinese, Korean, and Japanese so as to let all people enjoy Macchu Pichu. These tours will cost a lot more, 50 euros per adult, 25 for children, 30 for the elderly, as they will cover most of Macchu Pichu. Meanwhile, 1000 new busses will be purchased that travel all over Peru, specifically to important locations. The busses will run from the Nasca lines, to Macchu Pichu, to Lima, to Madre De Dios. They will connect all cultural, historical, scientific, gourmet, recreational, and luxioury areas of Peru, and 3000 new bus drives will be hired. Meanwhile, the busses will not run to areas that have bad hygiene, sanitation, are dirty, or are still high in crime even after the new police reforms, to make unsanitary businesses start to move their sanitation forward, and if they change this, busses will start to run to these areas. In this way, the government of Peru can reform the sanitation standards without forcing anyone to change, but areas that do not change will run out of business, thus raising sanitation levels to a new high for Peru. All busses will be filled with brochures in different languages. Meanwhile, all hotels will be required to provide all basic infrascture and a level of cleanliness, and to repaint all rooms to make them clean, bright, and attractive. In addition, the Peruvian government will make it mandatory for the hotels to offer a free Inca Kola or fine Peruvian coffee to all guests(but again, the price will be added to the hotel room costs). Meanwhile, Peru’s government is starting to pay young children small amounts of money to pick up garbage in the streetsides, so as to make all of Peru overall cleaner. Meanwhile, a new museum will be opened dedicated to the Nazca, Inca, and Chan Chan people’s culture, with small gift shops being opened up inside all hotels, casinos, museums, and historical areas, with 3 inch figures made of 16-karot gold being the most popular items, as well as all types of Peruvian merchandise, coffee, and Inca Kola. The Peruvian government will also be buying 30% of Inca Kola from the Coca Cola company, effectively giving more control to Peru than the Coca Cola company on production of Inca Cola. Peru’s currently existing museums will be highlighted as important must-see places, and the admission to tourists will stand 10 euros per person. Meanwhile, Peru’s national parks will have busses that drive there 6 times a day. There will be gift shops set up at the entrances, and the areas will remain how they currently are, as they are currently 100% pollution free, since all transportation in the national parks is completely eco-friendly. Meanwhile, popular sand boarding areas will have stations set up with rental boards, drinks and food, medicine for cuts, etc. Meanwhile, areas where surfing is popular will also have similar areas established, as well as dune buggying, 4x4ing, alpinism, rafting, rappelling, downhill, rally, trekking, skiing, and mountain climbing. Peruvian beaches will have a limit on the number of people allowed per beach area, so as not to overcrowd the beaches, and several hundred people will be hired to keep the beaches clean from litter, loose pieces of driftwood, any items or animals that wipe out of the water(unless it is in their natural habits to do so), and trash and recycle cans will be set up along the coast line. Meanwhile, surf board rental shacks will be opened up at popular surfing spots, and the Peruvian government will start a campaign to advertise surfing in Peru by hiring the best surfer in the world, Sofia Mulanovich, who is Peruvian, and 9 other Peruvian world renown surfers in several commercials about surfing, resorts, beaches, and Peruvian cuisine. They will each be paid 500,000$ to be in said commercials, and Sofia will receive 1m$. Meanwhile, the Kuelap fortress, the Macchu Pichu of the north, as it is known, will also be advertised alongside Macchu Pichu, and will receive similar restrictions and half the price cost of entering Macchu Pichu, so as to attract tourists to the fortress. Meanwhile, Gocta Cataracts, the third largest waterfall in the world, will also receive a part of the tourism campaign funds, and boat rafting several miles from the waterfall will also be advertised(It is actually being developed as a tourist attraction IRL, so funding will be minimal, as it is currently, supposedly well advertised). Meanwhile, the Cordillera Blanca, the highest mountains in Peru will also be included in the information packets as a climb for experienced mountain climbers, and resort to ski will also be set up there. Chavin de Huantar, another famous archeological site, will also receive similar restrictions as Macchu Pichu and half price admissions. Huascaran national park will have admission fees of 5 euros per person. Meanwhile, all of Arequipa will receive several million dollars to be cleaned up completely, hire guides, and to set up tourist busses to show around Arequipa. Meanwhile, the city of Ayacucho will be advertised as one of the most beautiful places to pray at for Christians. As the saying goes, there really is a church on every corner, and cameras will be set up to make sure this city is crime-free. The Huanuco department will be talked about as an all-around tourist destination full of wonderful cuisine, to help establish it as a tourist destination, and its beautiful gardens and wildlife will help in this campaign. Meanwhile, 25 more simple airplanes will be bought to fly and display the Nasca lines in the Ica department. The Paracas national reservation will also be mentioned, as well as all the sites of ancient architecture spread out all around Ica, in addition to the famous wines that are made in Ica. Meanwhile, La Libertad will also be advertised as one of the pre-Incan areas of Peru, and it’s ancient city of Chan Chan will receive similar restrictions like Macchu Pichu but the pay will only be half of Macchu Pichu. Meanwhile, after reparations, the Main Cathedral has been restored to how it once was. Huanchaco, the best beach resort in Peru, will have their staff evaluated for politeness, attentiveness, manners, etc. The royal tomb of Sipan Museum, filled with artifacts found in the temples of Peruvian mummies, will have an admission fee of 5 euros per person. Meanwhile, in the Lima province, all museums will have a entrance fee ranging from 3-8 euros per person. Meanwhile, two of the purchased busses will be assigned to give tours of the Carral pyramids for 10 euros per person. Meanwhile, the Belen district of Loreto will be greatly emphasized as a must-see tourist attraction, as the Venice of South America, for it’s a city made up of canals, waterways, and similar styles to Venice and also has the Iron House, planned by the same person who planned the Eiffel Tower. Meanwhile, the Moquega department will also be mentioned as having a central fountain designed by the same man that designed the Eiffel Tower. The Yanachaga-Chemillen National Park will have daily bus routes linking it with major cities, as it has 350 species of orchids, 520 bird species, and 125 mammal species, with large amounts of those mammal species being close to extinction and being bred in captivity at this moment, seeing these animals in open-air tour busses is a once in a lifetime opportunity and the government expects to order more as eco-friendly tourism picks up and the price will be placed at 10 euros per person. Meanwhile, San Martin’s national park will receive tri-hourly busses to tour around the park, as it is home to large amounts of animals, plants, specially flowers, and over 90 archeological sites. Admission will cost 15 euros per person. Also, all national parks will have a policy of no food except for water bottles, to keep the parks clean. Meanwhile, all Peruvian world heritage sites will receive a small section on the computer brochure on the planes and airports.

President Garcia has announced that he has received the loan from the Chinese government at a 12.5% interest rate. Critics have stated that he should have hassled for a 12% interest loan but have unilaterally agreed that this reform can only bring good.
