I was going to give them to the naval militia.

Here is a example. OOC: You want to commit a war crime? OOC Is bombing industry war crimes? Really any nation cannot help but commit war crimes these days. There is no such thing as a purely military target.

And a ship in a warzone can have any of a variety of civilians onboard.
