IC: As the current forms of solar power production approach their theoretical efficiency limit of around 30% the German government is investing heavily in "super cells". Different materials in photovoltaic (PV) cells are more efficient at absorbing different wavelengths. In a Super Cell this happens:

Italy can't join in on the project formally (Aid/research) but would like to be able to have use of them when they are available; build them and use them for other things while paying a dividend for the usage.
