IC: As the current forms of solar power production approach their theoretical efficiency limit of around 30% the German government is investing heavily in "super cells".

Different materials in photovoltaic (PV) cells are more efficient at absorbing different wavelengths. In a Super Cell this happens:

We would be interested in this project, and contribute 2 billion euros per year to see this done. If we are accepted, may we know, around when shall this be completed, on estimates?

Italy can't join in on the project formally (Aid/research) but would like to be able to have use of them when they are available; build them and use them for other things while paying a dividend for the usage.
