This will be deducted from your budget. No going over it. The problem with this is that quite a few projects are done by private companies without military funding. Therefore only military funded research should be taken out.

How about we change it to: For each government project you must post how much you are spending on it a year. This will be deducted from your budget. No going over it. that way it would include making tanks and bombs, but not BMW making a new car.

Thats what Brazilian companies tend to do.

If the government likes the plans they give the company money to develop the tank fully.

They tend to market for the export market and spend there own money.
