Sorry it's taken so long, but me and Russia have finally worked out something that seems to work:

Land Vehicle: 10% of price when new annually
Nuclear ship: 5.6% of price when new annually
non-nuclear ship: 3.6% of price when new annually (will be changed depending on oil price, this applies when oil price is $114 per barrel)
Submarine: 3% of price when new annually
Aircraft: 0.001*(average annual flight hours per pilot)*( price when new) annually

Costs per soldier in the army/marines/equivalent per year:
Future combat system: coming soon to a budget near you!
First world: GDP per capita + $151,000
Second world: GDP per capita + $11,000
Third world: GDP per capita +$1000
Guy with AK-47 and tin hat: GDP per Capita

Deployed troops (AKA in a war zone/peacekeeping force/whatever): double previous cost.
Reserves: a quarter of the previous cost (this applies for vehicles in reserve as well)

This cost per soldier does not apply for soldiers in the navy or air force.

Please work out how much your military costs to maintain before you start modifying how much equipment/troops you have.
If you can't find the price when new of something then estimate a reasonable price. If you're unsure what to estimate then please ask.
sorry for the delay.
