On board the LAC Witness (Carson-class Atmospheric Cruiser) Merchant Sea, En Route to Carthome Leulras, Saphian System "... I still feel like something is missing from this Marcus, but I just cannot seem to put my finger on exactly what that something is." "Ashlind my friend, you worry to much about the most trivial of things. I have already reviewed this proposition speech of yours numerous times as per your request, and each and every time I end up at the same conclusion; it is good enough to satisfy the General Assembly." "I am well aware that you are most likely right, but you know this is just how I am. No matter the situation I will just keep questioning myself until the very second I am standing before all five hundred some representatives. After all, the slightest mistake may set back the expansion of stellar technology and research by who knows how many cycles, and that is an occurrence I just do not wish to see under my watch." As he rose from his chair, Executive Officer Marcus Boelmen decided to give one final comment to Ashlind prior to leaving him to his own devices, "Listen, just throw on your public face, talk strong, and do not ever think of backing down even the slightest. Hit the subject hard and with conviction and you know the Assembly will follow." Setting the folder who's contents he had been glancing over down, Executive Director Ashlind Chen gave a final comment as Boelmen began to close the cabin door, "Like I said, I will not let them deny me this." General Assembly Chambers Central Carthome Leulras, Saphian System Ashlind sat calmly at the head of the large meeting hall, his view taking in the sea of representatives that had begun to flow into the room. He knew it was now or never, failure today meant nothing in the stars tomorrow. As the minutes passed, Ashlind recollected both himself and his thoughts one final time before rising from his seat. "Representatives of the great member nations of the Coalition, for centuries now we as a people, even if not yet unified, have been restricted far to much in the land, resources, and opportunities. I have obtained the office I had today at such a young age partly due to the 'revolutionary' nature my supporters have given me; and it is about time I truly follow through on such." Pausing for a short break, Ashlind made a quick check to ensure everyone was still following along. "All of you have been given a rough outline of the all encompassing Stellar Expansion Plan. It pertains to many things, Coalition and Private Control over all feature extra-Leulras territory, the Stellar Navy, Stellar Commerce, and so on. It is through an extensive period of cooperation, expert interjection, and revision that I pray we all may come to an agreement that support the general ideals of this proposition I present to you all now. Coalition Doctrine for the Assembly of Stellar Presence Section I: Refusal of National Control of Extra-Planetary Bodies In order to avoid unneeded conflict and tension, no Leulras-based nation may, under any circumstance, lay claim to any territory beyond their established borders on Leulras. The Leulras Global Coalition, through the introduction of a special representative body, shall govern all extra-planetary colonies, territories, settlements, claims, etc [...] Section II: Official Formation of the Leulras Coalition Stellar Navy In order to ensure peace, stability, and security in the new frontier of space, Leulras Coalition Military Command shall gain a fourth branch which is to be utilized for the fulfillment of these duties, as well as any future ones that may be amended. [...] Section III: Privatizing the Stellar Expansion Private entities, unlike national ones, shall have near free reign in respect to space and extra-planetary property. The only restricting factor is Coalition Regulations, which aside from ethic and conduct codes will also include numerous forms of taxation, primarily for the sake of supporting upkeep of the Stellar Navy and other extra-planetary military entities. Point 3 Compound Coalition Military Security Zone Leulras, Saphian System While the Leulras Coalition Stellar Navy only came into existence a short time ago, Executive Director Chen had for some time been ensuring the quick success of his plans for space. For nearly three cycles he had swindled deals with numerous outside parties for the construction of the vessels which his planned and now realized stellar navy would utilize, along with the concepts that would drive both military and private spacer life alike. On top of that, the military had also been training the first wave of staff officers, a fine class comprised of men and women who were all part visionary, part strategic expert. All of this was of course occurred behind the back of the General Assembly, but when the results came in there would be no arguments about these actions being performed upon in the 'wrong'. ~ As Saphian (the system's lone star, not the system itself) rose slowly over the eastern horizon of the flat desert plains, the towering silhouettes of the newly authorized and freshly manufactured vessels that comprised the 1st Fleet protruding high into the sky. Aside from them, only the occasional high amp antenata dare breach such heights. From deep within one of the surface bunkers, Chen along with numerous other officials observed carefully, the countdown displayed before them on a handful of displays slowly making its way to zero. As the final seconds neared, Chen could feel his heart drop to the bottom of his stomach as an overwhelming paranoia took over. "All they need to do," he thought to himself, "is make it into orbit safely, that is all I ask of you for today, so please..." |
